Phnom Penh - The ASEAN and U.S. Leaders have called for the full implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) and the early conclusion of the Code of Conduct in the South China Sea (COC).
“We underscored the importance of the full and effective implementation of the 2002 DOC in its entirety. We emphasised the need to maintain and promote an environment conducive to the COC negotiations. We welcome further progress towards the early conclusion of an effective and substantive COC consistent with international law, including the 1982 UNCLOS,” said the Leaders in their Joint Vision Statement adopted at the Special ASEAN-U.S. Summit held in Washington, D.C. on May 12-13, 2022 under the co-chairmanship of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia and ASEAN Chair 2022 and U.S. President H.E. Joe Biden.
The ASEAN and U.S. Leaders recognised the benefits of having the South China Sea as a sea of peace, stability, and prosperity. They emphasised the importance of practical measures that could reduce tensions and the risk of accidents, misunderstandings, and miscalculation.
“We stressed the importance of undertaking confidence building and preventive measures to enhance, among others, trust and confidence amongst parties. We further reaffirmed the need to pursue peaceful resolution of disputes in accordance with universally recognised principles of international law, including the 1982 UNCLOS,” they added.
